I do not want this. But its the rail administration that is pushing public to think so. State wise divisions is also practically not feasible for IR, but now a days trains are not provided with out political pressure. Politicians back only those trains that serve their vote bank and don't seem to bother about zonal boundary regions lying in other state and hence they suffer. Biggest sufferer for example is CIC/Singrauli.
Agreed that all states can not have their separate own zone. its economically not viable. In the provided list, KR not required, Goa would be under SWR only. Rest of the list will roughly serve the areas related to zonal Hq state jurisdiction.

more... may be allotted the task of running new lines under geographically terraneous regions like; J&K, North East, Leh, Himachal etc. Running train service under isolation for one small state won't suit its administration economically.

It's true not every state can have its own zone, it's just not gonna work economically. From the list given, KR is not needed as Goa falls under SWR. Other zones in the list will cover areas under the respective zonal headquarters' jurisdictions.
KRCL could take up the responsibility of building new lines in challenging areas like J&K, North East, Leh, Himachal, etc. It's not feasible to operate train services in one small state separately, it's just not economical.
